Quy Nhon Dialogue on Climate and Transitions

10 October 2026 – Opening of the Inaugural Quy Nhon Dialogue on Climate and Transitions. The Dialogue is organised by Rencontres du Vietnam and the International Centre for Interdisciplinary Science and Education (ICISE), with support from the French Development Agency (AFD), under the patronage of the Ministry of Science and Technology and with the support of the Gia Lai Provincial People’s Committee, alongside a broad network of regional and international partner organisations.
The event brings together more than 120 high-level participants from Vietnam, Southeast Asia and international partner countries across Asia, Europe, Africa and Latin America. Participants include government representatives, international organisations, financial institutions, development banks, businesses and scientists, who will discuss the challenges facing climate and economic transitions over the coming decade.
The Dialogue is honoured to welcome the following distinguished speakers, who will deliver opening remarks at the opening ceremony: Professor Trần Thanh Vân, President of Rencontres du Vietnam and Director of ICISE; H.E. Hồ Quốc Dũng, Deputy Prime Minister of Vietnam; H.E. Didier Le Bret, Ambassador Extraordinary and Plenipotentiary of France to Vietnam; Senior Lieutenant General Thái Đại Ngọc, Secretary of the Gia Lai Provincial Party Committee; and Dr Michel Spiro, former President of the International Union of Pure and Applied Physics (IUPAP).
Under the theme “Transitions Under Pressure: Energy Security, Financial Transformation and Climate Resilience”, this inaugural edition lays the groundwork for an annual strategic forum, aspiring to become a high-level platform for dialogue on the challenges and opportunities associated with climate transitions in Southeast Asia and the Indo-Pacific, with a role comparable to that of the Shangri-La Dialogue in the field of security.
The inaugural Dialogue takes place ahead of the 2026 Annual Meetings of the World Bank (WB) and the International Monetary Fund (IMF), scheduled to be held in Bangkok from 16 to 18 October 2026.
