ICISE signs Cooperation Agreement with the Inter-Parliamentary Union (IPU)

On May 11, 2023, International Centre for Interdisciplinary Science and Education (ICISE) and the Inter-Parliamentary Union (IPU) signed a Cooperation  Agreement to strengthen institutional partnership between the two institutions which are both committed to building bridges between policy and science.

 

ICISE and IPU have agreed to enhance the frameworks, mechanisms and capacity-building for joint cooperation in areas which are of common interest. This includes the objectives:

  1. To strengthen institutional partnership between the IPU and the ICISE to contribute to the achievement of the common strategic objectives of the two parties
  2. To strengthen the tools and mechanisms of multilateral parliamentary science diplomacy through the IPU Working Group on Science and Technology as a vehicle to help ease international tensions and disputes through peaceful means and dialogue
  3. To enhance the use of technological tools in support of strengthened parliamentary action at international levels in the field of science and technology.
  4. Specific joint action may be initiated by the competent divisions of the two institutions, with the overall intention to increase cooperation in the area of anticipatory science and technology in order to develop inclusive and global solutions for a sustainable future.

According to this Agreement, ICISE and IPU will discuss each project on a case-by-case basis before reaching an agreement.

ICISE is committed to fostering good governance and trust, as scientific values of rationality and transparency serve as a common language in support of parliamentary diplomacy,” shared Prof. Jean Tran Thanh Van, Co-Founder and Director of the ICISE. “With the agreement signed today, I have great hopes that a number of impactful initiatives that incorporate both institutions’ strengths will be able to unlock the power of collaboration between the scientific and policy-making communities in support for the common good”.

The signing of this Agreement marks a significant milestone in our mutual cooperation and serves as a testament to our shared goals and vision, said Ambassador Mokhtar Omar, Senior Adviser to the IPU Secretary General.

 

The two institutions are planning to organize the IPU Science for Peace Parliamentary Meeting at ICISE Center in Quy Nhon, Vietnam in July this year. Parliamentarians and experts from many countries will convene in three days to discuss topics related to water security and insecurity which have been an emerging challenge of the world today. The meeting sessions are expected to provide knowledge and encourage parliamentarians to reflect on the science behind water security as well as the conditions necessary for participants to come up with dynamic and creative solutions for water security by connecting individuals through scientific values and cooperation. This important event is also aimed at setting the ground for a global parliamentary conference on water security, establishing the need for a parliamentary network on water and the establishment of parliamentary tools for international, regional, and national legislation on water.

The International Centre for Interdisciplinary Science and Education (ICISE) is a unique science and education institution located in the coastal city of Quy Nhon, Vietnam.
